MOVE UPDATE - ARE YOU READY?

Changes in Postal Regulations
Effective November 23, 2008

To qualify for automation rate or presort rate First-Class Mail and/or Standard Mail each address and occupant name listed in a mailing list must be updated within 95 days before the mailing date, with one of the USPS-approved methods.

  • 1. NCOA link, or One Code ACS
  • 2. Appropriate ancillary service endorsement (including appropriate address record corrections)
  • 3. Approved alternate method available to First-Class Mail subject to restrictions that prohibit changing customers addresses without direct notification from the addressee or a prohibition on the release of the address.
  • 4. If you are mailing to or add "Current Resident" to the address block you do not need to process the list through NCOA.
  • 5. If you have been applying an ancillary service endorsement to your mail and making the appropriate update/corrections to your mailing list and provide a "Certification of Move Update Compliance" properly executed, you do not need to process the list.
  • If you fail to use one of the Move Update methods and properly document each mailing, you will be subject to pay USPS the difference between the postage amount you paid for each mail piece and First Class Single Piece Rate for that mail piece.

    Evergreen will process your mailing list through NCOA and provide you with an updated list and all required documentation. Send your list in Excel or CSV format to quote@goevergreen.com with your fields named as follows:

  • NAME - Either one field or parsed out (first, middle, last, etc.)
  • COMPANY - Specify if you want the company included.
  • ADDRESS - Street addresses must include apartment/suite numbers.
  • CITY/STATE/ZIP - Either one field or parsed out for each (city, state, zip)
  • The above information best describes the new postal regulations as we understand them today. If you mail using a bulk mail permit to receive postage discounts, you should observe the new regulations.  If you fail to satisfy the postal regulations the post office may accept your mail but if/when you are audited may owe the United States Postal Service additional money.
